Participants

The MIPAM curriculum development project develops a curriculum for a joint master program in European public administration. The consortium members are universities and institutions from 7 EU countries (Belgium, Germany, Hungary, Ireland, Italy, Netherlands, and Bulgaria) which have many years of experience in higher educational cooperation. These universities train students in public administration and public management for their national and local bodies. The MIPAM project adds a new dimension to the present public administration education in Europe, a common, European state-of-the-art knowledge.

Goal

The projects produces first of all a joint curriculum, educational materials, CD-s, handbooks etc. The main product of the project, the curriculum, aims to set new standards in European public administration studies and is available to other educational institutions as well.

To meet the needs of the education of the 21st century the project uses several ICT in the new educational materials, to ensure flexibility, mobility and transparency in the joint master course.

The language of the developed master course is English, the international language, which makes the new course available to all European and non-European students. To reach language diversity, it also planned to provide some parts of the curriculum (especially in the field of soft-skills) in the language of the country the university is situated, accompanied by inter cultural training and languages courses.

Content

­   Four semester full time master course

­   30 credits / semester = 120 credits for the whole study course

­   At least one teaching semester has to be spent at a university abroad

­   1st semester: basics on a level defined in the common curriculum at the home university / optional at  university abroad

­   2nd semester: continuation at the own university or abroad

­   3rd semester: internship abroad, practical placement abroad or at an international organization in the own country, student has to apply, assistance of university

­   4th semester: colloquium and master thesis at home university / optional at partner university abroad / via e-learning platform

­   Regular meetings of professors and students at an international conference / intensive program every year / varying universities

­   Alumni organization

­   Movement of professors /each university at least one foreign university)

Dissemination

For dissemination and exploitation purposes the consortium involves the existing international network of universities and institutions including professor and experts on the subject of PA training, the International Forum of Public Administration and Management (IFPAM). In addition a dissemination conference is planned within the IFPAM network, to which representatives of universities offering courses in public administration studies will be invited.

The main product of the project, the curriculum, which aims to set new standards in educating for European public administration, will be available to other educational institutions as well.

Pilot phase and accreditation

After the completion of the curriculum and training materials a pilot phase will be initiated by University of Applied Sciences Ludwigsburg, National University of Public Service Budapest and University College Ghent. The pilot phase bases on existing student exchanges between these three universities. In addition other partners test selected modules individually by integration in existing programs or summer schools.

University of Applied Sciences Ludwigsburg, National University of Public Service Budapest and University College Ghent also provide a national accreditation for their modules, which is a fundamental requirement for a medium term start of the program after the end of the project.
